No 889 indicated fill conditions on extreme upper end of the rating; on the lower end light scour conditions occurred.  An offset of -1.50 was chosen (best fit). \\nThe fill conditions are mostly likely due to the area approximately 4,600 ft DS where it is possible the flow becomes bottle necked; during extreme high flows (above stages of 9.8 ft), causing backwater conditions, which is seen in meas. Nos. 700, 707, 822 and 889.  Rating 10.0 accounts for this as seen in the slope change from 8.61 to 15.27ft.\\nThere are small reversals at stages above 8.0 ft.  In the location details the smoothing check spreadsheet can be found that calculates the reversal amounts are less than 3% and no smoothing is necessary.     \\nFurther definition is necessary especially at mid-range flows.     \\n"
