The transition from channel-to-overbank has not been well defined in recent years, and only one measurement, #263, has been obtained along this transition within the last 6 years. RT-7.0 relied on the channel-to-overbank transition seen in Ratings prior to RT-6.0; this allowed for a smoother transition that prioritizes QM263. The high flow extension is three point five times the measured Q of measurement 263. This does not follow LMG guidance but is necessary due to the river frequently exceeding gage heights above 3.5ft which begins transition from channel to overflow conditions. "
